"ROLLY" WEAKENS INTO A TYPHOON AND IS NOW OFF THE COAST OF PASACAO, CAMARINES SUR.

Catastrophic violent winds and intense to torrential rainfall associated with the region of the eyewall and inner rainbands of the typhoon is prevailing or expected within the next 12 hours over the western portion of Camarines Sur, Marinduque, the central and southern portions of Quezon, Laguna, the eastern portion of Batangas, and Cavite. This a particularly dangerous situation for these areas. 

Track and intensity outlook:
• “ROLLY” weakened into a Typhoon at 8:00 AM today. The center of this typhoon will move towards Marinduque-Southern Quezon area this afternoon. Afterwards, it will pass over Batangas- Cavite area this late afternoon through evening. Between 5:00 to 8:00 PM, the center of the eye of “ROLLY” is located around 70 km south of Metro Manila. “ROLLY” is forecast to exit the mainland Luzon landmass and emerge over the Philippine Sea between tonight and tomorrow early morning. During its traverse of Southern Luzon, “ROLLY” is forecast to slightly weaken but will emerge as a typhoon over the West Philippine Sea. 
Hazards affecting land areas:
• Rainfall: Today, the passage of Typhoon “ROLLY” will bring heavy to intense with at times torrential rains over Bicol Region, CALABARZON, Metro Manila, Marinduque, Romblon, Mindoro Provinces, Bataan, Bulacan, Aurora, and the eastern portions of mainland Cagayan and Isabela. Moderate to heavy rains with at times intense rains will be experienced over Cordillera Administrative Region, Eastern Visayas, and the rest of mainland Cagayan Valley and Central Luzon. Light to moderate with at times heavy rains will be experienced over Caraga, Northern Mindanao, Zamboanga Peninsula, and the rest of Luzon and Visayas. Flooding (including flash floods), rain-induced landslides, and sediment-laden streamflows (i.e. lahar) may occur during heavy or prolonged rainfall especially in areas that are highly or very highly susceptible to these hazards. PAGASA Regional Services Divisions may issue local thunderstorm/rainfall advisories and heavy rainfall warnings as appropriate. 
• Strong winds: Very destructive to devastating typhoon-force winds will be experienced in areas under Tropical Cyclone Wind Signals (TCWS) #4, destructive typhoon-force winds in areas under TCWS #3, damaging gale- to storm-force winds in areas under TCWS #2, and strong breeze to near gale conditions in areas under TCWS #1. Potential impacts of the wind conditions to structures and vegetation under each wind signal are detailed in the TCWS section of this bulletin. Elsewhere, strong breeze to near gale conditions due to the northeasterlies will be experienced over the rest of Northern Luzon that are not under TCWS #1.
• Storm surge: In the next 24 hours, there is a high risk of storm surge of more than 3.0 m over the coastal areas of Catanduanes and Camarines Norte and the northern coastal areas of Quezon including Polillo Islands and Camarines Sur; up to 3.0 m over the coastal areas of Metro Manila, Cavite, Bulacan, Pampanga, Bataan, the southeastern coastal area of Batangas (facing Tayabas Bay), and most of the southern coastal areas of Quezon; up to 2.0 m over the coastal areas of Marinduque, Lubang Island, Albay, Masbate (including Ticao and Burias Islands), the western coastal area of Northern Samar, the northern coastal area of Mindoro Provinces, and the remaining coastal areas of Quezon, Camarines Sur, and Batangas. Moreover, there is also a moderate to high risk of seiche or storm surge over the coastal areas surrounding Laguna de Bay and Taal Lake. These storm surges, which may be accompanied by swells and breaking waves reaching the coast can cause life-threatening and damaging coastal inundation.  
Hazards affecting coastal waters:
• Today, rough to phenomenal seas (2.5 to 16.0 m) will be experienced over the seaboard of areas where TCWS is in effect and rough to very rough seas (2.5 to 5.0 m) over the remaining seaboards of Northern Luzon and the eastern seaboards of Eastern Visayas (that are not under TCWS) and Caraga. Sea travel is risky for all types of seacrafts over these waters, especially those under TCWS. 
• Moderate to rough seas (1.2 to 2.5 m) will be experienced over remaining seaboards of the country. Mariners of small seacrafts are advised to take precautionary measures when venturing out to sea. Inexperienced mariners should avoid navigating in these conditions.

Location of eye/center At 10:00 AM today, the center of the eye of Typhoon "ROLLY" was located based on all available data including Daet Doppler Radar over the coastal waters of Pasacao, Camarines Sur or 30 km West Southwest of Pili, Camarines Sur (13.5°N, 123.0°E).  
Strength Maximum sustained winds of 215 km/h near the center and gustiness of up to 295 km/h. 
Movement Moving Westward at 25 km/h.

THE CENTER OF THE EYE OF SUPER TYPHOON "ROLLY" MAKES A SECOND LANDFALL OVER TIWI, ALBAY.

Catastrophic violent winds and intense to torrential rainfall associated with the region of the eyewall and inner rainbands of the typhoon is prevailing or expected within the next 12 hours over Catanduanes, Camarines Norte, Camarines Sur, Albay, the northern portion of Sorsogon, Burias Island, Marinduque, the central and southern portions of Quezon, Laguna, and the eastern portion of Batangas. This a particularly dangerous situation for these areas. 
Track and intensity outlook:
The center of the eye of Typhoon “ROLLY” made its second landfall in the vicinity of Tiwi, Albay (13.47°N, 124.68°E) at 7:20 AM this morning. The center of this typhoon will cross the Camarines Provinces before heading towards Marinduque-Southern Quezon area this afternoon. “ROLLY” is forecast to exit the mainland Luzon landmass and emerge over the West Philippine Sea between tonight and tomorrow early morning. During its traverse of Southern Luzon, “ROLLY” is forecast to weaken but will emerge as a typhoon over the West Philippine Sea. 
Hazards affecting land areas:

Other tropical systems being monitored:
At 7:00 AM today, the center of Tropical Storm “ATSANI” was estimated at 1,205 km East of Southern Luzon (15.0°N, 135.3°E). It currently has maximum sustained winds of 65 km/h near the center and gustiness of up to 80 km/h. It is moving west-northwestward at 30 km/h and is forecast to enter the Philippine Area of Responsibility this morning. Once inside the PAR, “ATSANI” will be given the domestic name “SIONY”. It remains less likely to affect any portion of the country over the next 2 to 3 days. It is likely to intensify into a severe tropical storm in the next 24 to 36 hours.

72 NEW COVID-19 CASES, ONE (1) DEATH AND  125 RECOVERIES RECORDED ON SATURDAY
As of 7PM ON SATURDAY, October 31, 2020, the Department of Health- Eastern Visayas reports the region’s total number of COVID-19 cases at 6,751, total recoveries at 5,841 (86.52%), and total deaths at 62 (0.92%). This brings the total active cases to 848 (12.56%).

A total of 72 new cases were recorded out of 1,026 laboratory samples tested in two (2) COVID-19 laboratories in the region, the EVRCTC and DWHVL.

The EVRCTC has released a total of 655 laboratory results. Of these, 596 are negative and 59 are positive for COVID-19.

Meanwhile, the DWHVL has released a total of 371 laboratory results. Of these, 334 are negative and 37 are positive for COVID-19 (with 13 new cases and 24 reswabs).

The 72 new confirmed cases are  from the following provinces/cities/municipalities:

This a particularly dangerous situation for these areas.**

Track and intensity outlook:
• The center of the eye of Typhoon “ROLLY” made landfall in the vicinity of Bato, Catanduanes (13.60°N, 124.33°E) at 4:50 AM this morning. After traversing the southern portion of Catanduanes, the center of the typhoon will cross Lagonoy Gulf and make landfall over the southern portion of Camarines Sur or the northern portion of Albay this morning. Afterwards, the center will cross the Camarines Provinces before heading towards CALABARZON this afternoon. “ROLLY” is forecast to exit the mainland Luzon landmass and emerge over the Philippine Sea tomorrow early morning. During its traverse of Southern Luzon, “ROLLY” is forecast to weaken but will emerge as a typhoon over the West Philippine Sea. 

Hazards affecting land areas:
• Rainfall: Today, the passage of Typhoon “ROLLY” will bring heavy to intense with at times torrential rains over Bicol Region, CALABARZON, Metro Manila, Marinduque, Romblon, Mindoro Provinces, Bataan, Bulacan, Aurora, Northern Samar, Samar, Eastern Samar, Biliran, and the eastern portions of mainland Cagayan and Isabela. Moderate to heavy rains with at times intense rains will be experienced over Cordillera Administrative Region, Leyte, and the rest of mainland Cagayan Valley and Central Luzon. Light to moderate with at times heavy rains will be experienced over Caraga, Northern Mindanao, Zamboanga Peninsula, and the rest of Luzon and Visayas. Flooding (including flash floods), rain-induced landslides, and sediment-laden streamflows (i.e. lahar) may occur during heavy or prolonged rainfall especially in areas that are highly or very highly susceptible to these hazards. • Strong winds: Very destructive to devastating typhoon-force winds will be experienced in areas under Tropical Cyclone Wind Signals (TCWS) #4 and #5, destructive typhoon-force winds in areas under TCWS #3, damaging gale- to storm-force winds in areas under TCWS #2, and strong breeze to near gale conditions in areas under TCWS #1. Elsewhere, strong breeze to near gale conditions due to the northeasterlies will be experienced over the rest of Northern Luzon that are not under TCWS #1.
• Storm surge: In the next 24 hours, there is a high risk of storm surge of more than 3.0 m over the coastal areas of Catanduanes and Camarines Norte and the northern coastal areas of Quezon including Polillo Islands and Camarines Sur; up to 3.0 m over the coastal areas of Metro Manila, Cavite, Bulacan, Pampanga, Bataan, the southeastern coastal area of Batangas (facing Tayabas Bay), and most of the southern coastal areas of Quezon; up to 2.0 m over the coastal areas of Marinduque, Lubang Island, Albay, Masbate (including Ticao and Burias Islands), Northern Samar, and Eastern Samar and the remaining coastal areas of Quezon, Camarines Sur, and Batangas. • Today, rough to phenomenal seas (2.5 to 16.0 m) will be experienced over the seaboard of areas where TCWS is in effect and rough to very rough seas (2.5 to 5.0 m) over the remaining seaboards of Northern Luzon and the eastern seaboards of Eastern Visayas (that are not under TCWS) and Caraga. Sea travel is risky for all types of seacrafts over these waters, especially those under TCWS. 
• Moderate to rough seas (1.2 to 2.5 m) will be experienced over remaining seaboards of the country. Mariners of small seacrafts are advised to take precautionary measures when venturing out to sea. Inexperienced mariners should avoid navigating in these conditions.

• At 2:00 AM today, the Tropical Depression “ATSANI” re-intensified into a tropical storm and at 4:00 AM, its center was estimated at 1,280 km East of Southern Luzon (14.9°N, 136.0°E). It currently has maximum sustained winds of 65 km/h near the center and gustiness of up to 80 km/h. It is moving west-northwestward at 30 km/h and is forecast to enter the Philippine Area of Responsibility this afternoon. Once inside the PAR, “ATSANI” will be given the domestic name “SIONY”. It remains less likely to affect any portion of the country over the next 2 to 3 days. It is likely to intensify into a severe tropical storm in the next 24 to 36 hours.

TYPHOON "ROLLY" MAINTAINS ITS STRENGTH AS IT THREATENS BICOL REGION. 

Track and intensity outlook:
• Track: On the forecast track, the center of the eye of the typhoon is likely to make landfall over Catanduanes tomorrow early morning, then it will pass over mainland Camarines Provinces tomorrow morning, and over mainland Quezon tomorrow afternoon. Violent winds and intense rainfall associated with the inner rainband-eyewall region will be experienced over Catanduanes, Camarines Provinces tomorrow early morning through afternoon and over Quezon tomorrow afternoon through evening.  After crossing the Southern Luzon - Metro Manila area, the center of “ROLLY” is forecast to exit the mainland Luzon landmass on Monday  early morning.
• Intensity: “ROLLY” is likely to remain a typhoon category (185-215 km/h) by the time it makes landfall. While traversing over Luzon, “ROLLY” is forecast to weaken considerably and emerge as a severe tropical storm or minimal typhoon over the West Philippine Sea. 

Hazards affecting land areas:
• Rainfall: Tonight, the outer rainbands of "ROLLY" will bring light to moderate with at times heavy rains over Bicol Region, Visayas, and Quezon. Beginning tomorrow early morning, the passage of Typhoon “ROLLY”  will bring heavy to intense rains over Metro Manila, Bicol Region, CALABARZON, Aurora, Bulacan, Zambales, Bataan, Marinduque, Romblon, Occidental Mindoro, and Oriental Mindoro. Moderate to heavy rains with at times intense rains will be experienced over Cagayan Valley, Cordillera Administrative Region, Ilocos Region, and the rest of Central Luzon. Flooding (including flash floods), rain-induced landslides, and sediment-laden streamflows (i.e. lahar) may occur during heavy or prolonged rainfall especially in areas that are highly or very highly susceptible to these hazards. PAGASA Regional Services Divisions may issue local thunderstorm/rainfall advisories and heavy rainfall warnings as appropriate. 
• Strong winds: Very destructive typhoon-force winds will be experienced in areas under Tropical Cyclone Wind Signal (TCWS) #4, destructive typhoon-force winds in areas under TCWS #3 damaging gale- to storm-force winds in areas under TCWS #2, and strong breeze to near gale conditions in areas under TCWS #1. Potential impacts of the wind conditions to structures and vegetation under each wind signal are detailed in the TCWS section of this bulletin. Elsewhere, strong breeze to near gale conditions due to the northeasterlies will be experienced over Batanes, Babuyan Islands, Ilocos Norte, Apayao, and the coastal and mountainous areas of Cagayan and Isabela (that are not under TCWS #1).
• Storm surge: There is a high risk of storm surge of more than 3.0 m over the northern coastal areas of Quezon including Polillo Islands, Camarines Provinces, and Catanduanes; 2.1 to 3.0 m over the coastal areas of Manila, Cavite, Bulacan, Pampanga, Bataan, the southeastern coastal area of Batangas and the southwestern coastal area of Quezon; 1.0 to 2.0 m over the coastal areas of Aurora, Zambales, Occidental Mindoro, the rest of the coastal areas of Bicol Region, Batangas, and Quezon within 24 hours which may result in life-threatening and damaging coastal inundation. This storm surge may be accompanied by swells and breaking waves reaching the coast. Sea travel is risky for all types of seacrafts over these waters, especially those under TCWS. 
• Moderate to rough seas (1.2 to 2.5 m) will be experienced over remaining seaboards of the country. Mariners of small seacrafts are advised to take precautionary measures when venturing out to sea. Inexperienced mariners should avoid navigating in these conditions.

SEVERE WEATHER BULLETIN #8

TROPICAL CYCLONE: WARNING
ISSUED AT 2:00 PM, 31 October 2020

TYPHOON "ROLLY" CONTINUES TO MOVE WEST-SOUTHWESTWARD TOWARDS BICOL REGION WHILE MAINTAINING ITS STRENGTH.

Track and intensity outlook:
• Track: On the forecast track, the center of the eye of the typhoon is forecast to pass over Catanduanes - mainland Camarines Provinces area tomorrow morning, and over mainland Quezon tomorrow afternoon. Violent winds and intense rainfall associated with the inner rainband-eyewall region will be experienced over Catanduanes, Camarines Provinces tomorrow early morning through afternoon and over Quezon and the southern portion of Aurora tomorrow afternoon through evening.  After crossing the Southern Luzon - Metro Manila area, the center of “ROLLY” is forecast to exit the mainland Luzon landmass on Monday morning.
• Intensity: “ROLLY” is likely to remain a typhoon category (185-205 km/h) by the time it makes landfall. During its traverse over Luzon, “ROLLY” is forecast to weaken considerably and emerge as a severe tropical storm or minimal typhoon over the West Philippine Sea. 
Hazards affecting land areas:
• Rainfall: Today, the outer rainbands of "ROLLY" will bring light to moderate with at times heavy rains over Bicol Region and Eastern Visayas. Beginning tomorrow early morning, the passage of Typhoon “ROLLY”  will bring heavy to intense rains over Metro Manila, Bicol Region, CALABARZON, Central Luzon, Marinduque, and the northern portions Occidental Mindoro and Oriental Mindoro. Moderate to heavy rains will be experienced over Cagayan Valley, Cordillera Administrative Region, Ilocos Region, Romblon, and the rest of Occidental Mindoro and Oriental Mindoro. Flooding (including flash floods), rain-induced landslides, and sediment-laden streamflows (i.e. lahar) may occur during heavy or prolonged rainfall especially in areas that are highly or very highly susceptible to these hazards. PAGASA Regional Services Divisions may issue local thunderstorm/rainfall advisories and heavy rainfall warnings as appropriate. 
• Strong winds: Destructive typhoon-force winds will be experienced in areas under Tropical Cyclone Wind Signals (TCWS) #3, damaging gale- to storm-force winds in areas under TCWS #2,  and strong breeze to near gale conditions in areas under TCWS #1. Based on the intensity forecast, the highest possible wind signal to be raised will be TCWS #4 (for very destructive typhoon-force winds). Potential impacts of the wind conditions to structures and vegetation under each wind signal are detailed in the TCWS section of this bulletin. Elsewhere, strong breeze to near gale conditions due to the northeasterlies will be experienced over Batanes, Babuyan Islands, Ilocos Norte, Apayao, and the coastal and mountainous areas of Cagayan and Isabela (that are not under TCWS #1).
• Storm surge: There is a high risk of storm surge of more than 3.0 m over the northern coastal areas of Quezon including Polillo Islands, Camarines Provinces, and Catanduanes; 2.1 to 3.0 m over the coastal areas of Manila, Cavite, Bulacan, Pampanga, Bataan, the southeastern coastal area of Batangas and the southwestern coastal area of Quezon; 1.0 to 2.0 m over the coastal areas of Aurora, Zambales, Occidental Mindoro, the rest of the coastal areas of Bicol Region, Batangas, and Quezon in the next 24 hours which may result in life-threatening and damaging coastal inundation. This storm surge may be accompanied by swells and breaking waves reaching the coast.
Hazards affecting coastal waters:
• Today, rough to phenomenal seas (2.5 to 15.0 m) will be experienced over the seaboard of areas where TCWS is in effect and rough to very rough seas (2.5 to 5.0 m) over the remaining seaboards of Northern Luzon and the eastern seaboards of Eastern Visayas (that are not under TCWS) and Caraga. Sea travel is risky for all types of seacrafts over these waters, especially those under TCWS. 
• Moderate to rough seas (1.2 to 2.5 m) will be experienced over remaining seaboards of the country. Mariners of small seacrafts are advised to take precautionary measures when venturing out to sea. Inexperienced mariners should avoid navigating in these conditions.
Other tropical systems being monitored:

At 10:00 AM today, the center of Tropical Depression “ATSANI” was estimated at 1,655 km East of Southern Luzon (13.4°N, 139.5°E). It currently has maximum sustained winds of 55 km/h near the center and gustiness of up to 70 km/h. It is moving northwestward at 25 km/h and is forecast to enter the Philippine Area of Responsibility tomorrow afternoon. However, it remains less likely to affect any portion of the country over the next 2 to 3 days. It is likely to re-intensify into a tropical storm in the next 24 hours.
Location of eye/center At 1:00 PM today, the eye of Typhoon "ROLLY" was located based on all available data at 410 km East Northeast of Virac, Catanduanes (14.8°N, 127.8°E).  
Strength Maximum sustained winds of 215 km/h near the center and gustiness of up to 265 km/h. 
Movement Moving West Southwestward at 15 km/h.
