PRESIDENT RODRIGO DUTERTE ADDRESSING THE PHILIPPINES
#OursDuterte: President Rodrigo Roa Duterte addressed the nation tonight, May 28, 2020.
1. Magandang gabi sa inyo. Nandito kami para malaman ninyo ang mga polisiya na ginagawa namin. Ang ginagawa namin because the situation demands for it. To see to it that the Republic is well guarded. The welfare of the People is the highest concern.
2. Itong Landbank, you can borrow money to finance the education of your children. We are hard pressed in our finances but we have to place premium on our education. Landbank is there to help you. Dito ako interesado. I want the development of this endeavor, gusto ko malaman na matutupad. I will require a report everyday.
3. The NCR will be now be placed under the GENERAL COMMUNITY QUARANTINE (GCQ) starting June 1.
4. Davao City will remain under GCQ.
5. The regions under GCQ will be 2, 3, 4A, Pangasinan, and Albay.
6. The REST OF THE COUNTRY will be placed under MODIFIED GENERAL COMMUNITY QUARANTINE (MGCQ).
7. Let me appeal to the landlords, owners of malls, big buildings - when you collect from someone who is not earning. That is practically flogging a dead horse. Just pray that the vaccine, target ng China is September - they will be one of the first countries to come up with a vaccine. This should be addressed by the DTI. Ako nakikiusap, nagmamakaawa.
8. Let us help one another. If it does not spell bankruptcy, tiisin na lang muna natin. Baka sakali makatulong ang appeal ng Gobyerno.
9. Remember, the entire nation is still under quarantine. Let us move to the so-called new normal.
10. The State has every right to stop the movement, to stop the contagion. But for you to pass the virus to the other guy, that is where the right of the State to come in. To prevent the mass contagion, gusto namin putulin kung saan kelangan. This is the reason for the police powers of the State - public safety, public welfare, public interest. To avoid a state of anarchy, the State has the right to come in. It is the survival of the Republic of the Philippines.
11. We are a country of laws. We obey the law.

12. We are one with you in the matter of the health and safety of our learners and teachers. Bakuna muna. Pag andyan na, ok na.
13. There is confusion and anxiety from the parents.
14. There will be no face to face classes and sessions until we assure safety of our learners and teachers.
15. We will do distant learning, we now call it blended learning.
16. For those who do not have interactive facilities, there will be a printed modules to be delivered to the homes by our barangay workers.
17. Online learning platform. We in DEPED, we have 7 million subscribers wherein lessons and tips to teachers are accessible to teachers and parents.
18. We made a survey of 788,000 teachers whether they have laptops or desktops. More than 700,000 have laptops and desktops.
19. Television - those homes which do not have connectivity. 15% of airtime should be dedicated for children’s programming. We are working out with Presidential Communications (Government of the Philippines) - PCOO. PCOO is volunteering its facilities through IBC TV 13. 20. We completely support that children should not be exposed to COVID-19. But there should be opportunities for learning for them.
21. Are we prepared? Di naman ito bago. We are utilizing existing ways of communications. We seek your approval, Mr. President, for these alternative ways of learning.

29. The Department of Transportation’s approach is partial, gradual and calculated.
30. Ngayon concentrated ang international landing nasa NAIA. We will expand to Clark, Cebu and Davao. Magtatayo ng test laboratories. Meron na sa Clark and Cebu.
31. Hangarin namin dagdagan every 1 to 2 weeks dagdagan ang international gateways kasama ang Iloilo, Bohol, Zamboanga.
32. Yung domestic operation, i-allow po namin ang GCQ to GCQ. Spur domestic tourism.
33. We can already put our train and railway operation para ma umpisahan na. Namarkahan na ang mga upuan. Handa na kami sa Lunes. Huwag i-expect na 100% ang operation. The capacity will he gradual and limited.
34. Matatapos na ang pagpalit ang riles ng MRT by September. Ngayon 30 km/hr. Sa December, 60 km/hr na.
35. To augment, meron tayong bus augmentation system. Magkakaroon ng dedicated lane sa EDSA.
36. Cashless transaction sa transportation, sa taxi, sa bus at modernized jeepney.
37. Ang mga drivers license, plaka - idedeliver na ng courier derecho sa mga bahay. Malalaman din natin kung totoo ba talagang doon sila nakatira.
38. Wala ng mga inauguration. Operate na agad!

39. Quarantine facilities set up na sa mga regions.
40. Zamboanga has 2 laboratories. In Davao, thru San Miguel and Ayala Corporation, we are trying to automate the Southern Philippines Medical Center.
41. Caraga has 2,500 test kits for every province. Also Bohol. COVID free pa rin.
42. Baguio City - they will open up some of their restaurants and local tourism.

44. I would like to mention Mayor Benjie Magalong of Baguio. He is very good. Hindi gaya ng iba diyan.
45. I don’t want to quarrel with Mayor Richard Magalong. Kahit ayaw niya tanggapin ang mga OFW. Ok lang. But there are constitutional issues that have to be faced. There’s no reason that you should not accept them with open arms.
46. This I would like to convey to the mayors. Help everyone. This the order of the national government.

47. Peace and order. Mula January 5 to March 16, 11,004 crimes. Pero mula March 17 to May 27, bumaba to 4,000 ang crimes. Eto ay magandang development.

49. Patuloy ang inspection kasama ang DTI at DOLE para masunod ang mininum health standards.

DAILY PH COVID-19 UPDATE
Philippines reports more cases as more tests have been conducted daily and the total number of cases just surpassed 15,000. According to DOH in a Facebook post:

"DOH COVID-19 CASE BULLETIN #074
As of 4PM today, May 27, 2020, the Department of Health reports 380 new cases (PH14670-PH15409) of COVID-19. The total number of cases in the country is now at 15,049.
DOH also announces 94 new recoveries. This brings the total number of recoveries to 3,506."

As of today, the DOH also reported 13, 633 total bed capacity in hospitals with 1,303 Intensive Care Unit beds, 9,530 isolation beds, 2,800 ward beds and 1,961 ventilators. The agency also reported that there are 48,394 bed in LIGTAS COVID FACILITIES and another 1,348 beds in MEGA LIGTAS COVID FACILITIES.
