Note: Of the 2,426 reported cases today, 2,113 (87%) occurred within the recent 14 days (September 17 - September 30, 2020). The top regions with cases in the recent two weeks were NCR (746 or 35%), Region 4A (485 or 23%) and Region 10 (152 or 7%).

SOCIAL MEDIA FACT-CHECKING TEAM
The Philippine government could soon have its own fact-checking team.
Presidential Spokesperson Harry Roque raised the possibility after President Rodrigo Duterte called out Facebook after the social media giant took down several propaganda networks in support of the administration.
The move did not sit well with the popular 75-year- old leader, who won in 2016 with the help of a strong social media campaign.
"Ang punto dito bakit kapag pabor sa gobyerno tinatanggal? Kapag pabor sa oposisyon hindi tinatanggal?" Roque said in a Palace press briefing on Tuesday.
The Palace mouthpiece questioned Facebook's partnerships with local media outfits Rappler and Vera Files as fact-checkers, saying the social media giant only tapped those who are critical of the Duterte administration.
"Ang iba't-ibang mga bansa ngayon, nagsisimula na 'yung proseso na gobyerno na ang kumukuha ng fact-checkers... Pag-aaralan po natin kung dapat gawin na natin 'yan dahil hindi naman tayo makakapayag na ang fact-checkers ay tanging mga laban lamang sa gobyerno," Roque said.
Both Rappler and Vera Files have received certification from the International Fact-Checking Network.
Roque clarified that the President only wants to talk to Facebook and is not after banning the social media platform, which enjoys a wide user base among Filipinos.

ARROYO: Benigno Aquino Administration, 'Just an Interruption' of Positive Relationship between Philippines and China

Former president Gloria Macapagal-Arroyo on Friday took a swipe at her successor Benigno "Noynoy" Aquino III, whose presidency she called "just an interruption"in the "good relationship" between the Philippines and China.

"We have had successive presidents who have built upon the positive relations between China and the Philippines. That period, 2010 to 2016, was just an interruption from 1978 up to today. Thus we have good momentum," Arroyo said in a virtual forum organized by the Association for Philippines-China Understanding Inc. (APCU), to which she is a chairman emeritus.

It was under the Aquino administration when the Philippines sought to rally international support through its arbitration case in the Hague-based, United Nations-backed arbitral tribunal, framing it in the context of respecting the rule of law.

The decision of the Permanent Court of Arbitration came out in July 2016 in which it recognized the Philippines' sovereign rights in its exclusive economic zone in the resource-rich South China Sea, which China claims in near entirety.

Under Duterte, however, the government departed from this track and instead engaged China bilaterally.

But Arroyo invoked the words of former President Cory Aquino, Noynoy's mother, in explaining why she cultivated good relations with China during her presidency.

"My own reasons... were very well expressed by President Cory's statement in 1988 prior to her trip to China. At that time, she said, given its size and power, its destiny as the pivot of the most important developments in Asia, its racial affinity to the Filipino nation and its territorial proximity to us, this visit to China explains and justifies itself," Arroyo said.

Arroyo said the the 2 countries should maintain their friendship despite differences.

"Our national interest will never be 100 percent congruent with that of China. But that’s just the way it is in global politics. However there is much more that binds us to China as friends," she said.

China continues to disregard the UN-backed arbitral court's ruling that nullified its historical claims in the South China Sea, reprimanded it for the marine environmental damage caused by its artificial island-building activities on disputed features there, and declared the Scarborough Shoal to be open for fishermen of any nationality who traditionally harvest there. Novavax enters late-stage clinical trials for COVID-19


WASHINGTON, United States — US biotech firm Novavax said Thursday it was initiating its final Phase 3 clinical trial for its experimental COVID-19 vaccine.

The trial will be carried out in the United Kingdom and aims to enroll 10,000 volunteers, aged 18-84, with and without underlying conditions, over the next four to six weeks.

"With a high level of SARS-CoV-2 transmission observed and expected to continue in the  UK, we are optimistic that this pivotal Phase 3 clinical trial will enroll quickly and provide a near-term view of NVX-CoV2373's efficacy," said Gregory Glenn, the company's president of research and development, using the technical name for the formulation.

It is the eleventh COVID-19 vaccine candidate to reach the Phase 3 stage globally.

The company has been awarded $1.6 billion by the US government to develop and fund the drug, which is administered by two intramuscular injections.

The Maryland-based company uses insect cells to grow synthesized pieces of the spike protein of the virus, which it hopes will evoke a robust human immune response.

It also uses an "adjuvant," a compound that boosts the production of neutralizing antibodies.

The company says the drug, which is a liquid formulation, can be stored at two degrees celsius to eight degrees celsius, refrigerator temperature.

In the spring, the company said it had proven the efficacy of a seasonal flu vaccine it had developed using the same technology.

The Worst is Over - Malacañang


Malacañang believes that the worst of the COVID-19 pandemic is over even as the confirmed cases of coronavirus infections in the Philippines continue to increase by thousands on a daily basis.

Presidential spokesperson Harry Roque said this in response to a recent Social Weather Station (SWS) survey that showed that more than half or 57 percent of Filipinos believe that the worst-case scenario of the ongoing health crisis is yet to come.

“Naintindihan po natin iyong pessimism ng ating kababayan dahil napakahirap po talaga nitong pandemya na dinulot nito ‘no. Pero ang masasabi ko lang po, the worst is over!” Roque said Wednesday in an interview over state-run PTV.

Roque claimed that the country only “hit rock bottom” because the government had to shut the economy through strict lockdown measures to curtail the spread of the respiratory disease.

“Kaya lang naman po talaga tayong we hit rock bottom dahil sinara natin ang ekonomiya. Kaya nga po ngayon ang ating panawagan sa lahat, puwede po tayong mabuhay na nandiyan pa ang COVID dahil hanggang wala namang bakuna, walang gamot eh talagang matatagalan ang ating pandemya ‘no,” Roque said.

“Pero ang sinasabi lang po ng ating Pangulo, puwede naman pong mabuhay basta pag-ingatan po ang ating mga kalusugan para tayo ay makapaghanapbuhay at makakamit natin ito sa pamamagitan ng hugas, mask at iwas,” he added

Six months since the government enforced varying quarantine measures, the Philippines now has a total of 272,934 confirmed coronavirus cases, the highest in the entire Southeast Asian region. Of the total cases, 207,858 have recovered while 4,732 have died. (via INQ)

White Sands Will Not Save Manila Bay From Pollution

The government’s move to dump crushed dolomite boulders is not a permanent solution to the problems besetting Manila Bay, the Mines and Geosciences Bureau (MGB) said Sept 14, 2020.

The MGB, an attached agency of the Department of Environment and Natural Resources (DENR), said previous studies showed that beach nourishment is not a remedy to the Manila Bay issue.

“According to studies and scientific researches, mechanically placed sand on beaches moves as affected by waves, currents, tides and wind and other potential impacts of anthropogenic and natural events,” the MGB said.

Beach replenishment is the practice of adding sand or sediment to beaches to combat erosion and increase beach width.

However, the MGB said it is important to note that beach nourishment does not stop erosion.

“It merely prevents erosion for a short time,” the MGB said.

The DENR has started laying out crushed dolomite along the beach as part of the rehabilitation of Manila Bay.

The MGB cited international studies in California that found out that added coarser sand to some beaches stayed on despite energetic waves.

In one case, the bureau said the sand moved both north and south along the coast that contributed to the closure of a river estuary, causing concentrated pollution and hypoxia.

In the case of the dolomite sand spread along Manila Bay, the MGB said systematic monitoring of monsoon or seasonal currents should be done to follow the general pattern of the direction of movement and deposition of piles of sediments in the bay.

“The process will take some time but regular monitoring and studies will enable the DENR to predict on how the nourished sand will evolve,” the MGB said.

The DENR has clarified that the dolomite spread along Manila Bay is classified as coarse-grained sand, which is two to five millimeters in size or equivalent to 2,000 to 5,000 microns, and therefore almost 100 times bigger than dust.

“Famous islands known for their fine sand such as Panglao and Boracay became world-renowned for their powdery sand, which were derived from weathered coralline limestone and dolomitic limestone, and no health complaint has been filed by tourists and swimmers,” the DENR said.

LORENZANA: I Signed A Deal To Let China-backed DITO Telecommunications Tel Sites in AFP Military Camps

Defense Secretary Delfin Lorenzana said on Tuesday (Sept.8) that he has signed a deal with China-backed Dito Telecommunity Corp., which would allow the telco to build cell sites inside Philippine military camps.

“I signed the contract recently,” he told lawmakers at a budget hearing at the House of Representatives.

The defense chief deferred the signing of the contract with the telco in 2019 after opposition senators asked for a copy of the agreement so they can review it.

“When the contract reached my table, Senate asked a copy of the contract for them to scrutinize,” Lorenzana said in response to Cagayan de Oro Rep. Rufus Rodriguez’s request for an update on the controversial deal.

Lorenzana said he was given an assurance by the Armed Forces of the Philippines that the military will  “institute safeguards so that the security of our camps will be maintained.”

Rodriguez expressed concern that the employees of Dito could be spying for China.

“Can you imagine that there will be Chinese employees of Dito, who may be spies for China while we have a conflict especially in the West Philippine Sea, entering our camps,” Rodriguez said.

Lorenzana said that Dito would be allowed only in camps where network providers Globe and Smart have cell site towers.

“I think this is just fair for Dito because they will be just providing signals or telco services in the provinces…They also want to be inside camps for security and protection,” he said.

The entry of the third telco player in the country was envisioned to break the duopoly enjoyed by PLDT-Smart and Globe.

Dito Telecommunity, formerly known as Mislatel, is a consortium led by Davao-based businessman Dennis Uy, which included Chelsea Logistics and Infrastructure Holdings Corp., Udenna Corp. and China Telecom.

The state-owned China Telecom owns 40 percent of Dito Telco.

Some government officials and security analysts have earlier raised concerns over the Chinese stake in the consortium, amid Beijing’s use of cyber surveillance in other countries.

Chinese state-owned firms are obliged under Beijing laws to follow orders, like divert or intercept internet traffic, or access state secrets, when required.

Several countries, including Australia, United States, Japan, Taiwan, and New Zealand, have banned or reconsidered business deals with China’s largest telco and phone manufacturer Huawei Technologies due to suspicions of potential Chinese state espionage.

A security official earlier warned that the Philippines has weak cyber defense systems and is not ready for complex challenges.

He said existing similar arrangements of the AFP with Smart and Globe should not serve as a basis to let the agreement with Dito push through easily, pointing out that the two telcos are not linked with China. (via INQ)

Manila Bay's white sand Rehabilitation

The Department of Environment and Natural Resources (DENR) claims that the “white sand” being poured to create a beach on a stretch of Manila Bay’s rocky shore poses no harm to the bay’s ecosystem, but independent safety reports by foreign contractors point out that dolomite — the rock pulverized to produce the false white sand — can cause respiratory ailments and is a potential carcinogen.

In an interview with the Inquirer on Sunday, maritime affairs expert and University of the Philippines law professor Jay Batongbacal said the reports from US contractors about the potential harm the dolomite being poured on a 500-meter stretch of Manila Bay’s shore could be ground for filing a petition for a writ of kalikasan, a legal remedy to halt projects potentially damaging to the environment.

In its safety data report submitted in 2012, Texas distributor and builder Lehigh Hanson Inc. warned that dolomite could cause skin and eye irritation, as well as cancer and damage to the lungs through prolonged or repeated exposure.

Another company, Lhoist North America, warned in its own safety data report submitted in 2018 that dolomite contains crystalline silica, classified as a potential carcinogen when inhaled by humans.

“Inhalation of silica can also cause a chronic lung disorder, silicosis,” Lhoist said in its report.

If true, Batongbacal said, it is possible for opponents of the DENR project “to secure from the courts a writ of kalikasan and injunction against the project, given the potential harm of dumping tons of potentially toxic particulates along a densely populated area.”

“This is why any agency should have conducted a thorough assessment of a project first,” Batongbacal said. “The DENR definitely violated several laws. Even something as basic as a consultation with the local government[s] was not done.”

Earlier, Manila Mayor Francisco “Isko Moreno” Domagoso expressed support for the project intended to beautify the beachless shore of Manila Bay.

It is part of the P397.9-million Manila Bay rehabilitation program launched by Environment Secretary Roy Cimatu in January last year, and is expected to be finished by Sept. 19.

Waste of money
Environmental and fishermen’s groups oppose the project, saying it would only worsen the degradation of the bay’s environment.

The environmental watchdog Greenpeace Philippines on Thursday said the project was a waste of money because backwash would carry the synthetic sand into the bay, while the fishermen’s group Pamalakaya denounced it as “whitewashing the government’s failure to rehabilitate Manila Bay.”

Violated laws
Another environmental group, Oceana Philippines, said on Sunday that the DENR violated national laws governing ecological and heritage conservation.

Gloria Estenzo-Ramos, president of Oceana, said the DENR did not comply with the mandatory environmental impact assessment study required under Presidential Decree No. 1586 and the Philippine Fisheries Code of 1998.

Both laws require a thorough assessment of possible effects of any project deemed to have an adverse impact on the environment and surrounding communities. These include expansion or rehabilitation of specific areas.

The DENR earlier said it did not have to comply with this requirement, claiming a mere “beach nourishment” need not undergo such an assessment.

Wrong
“That’s not correct,” Batongbacal said on Sunday. “As long as there is a potential negative effect, there is a need for that. In fact, you can only find out if it has [adverse effects] if you actually comply with the [environmental impact assessment].”

In the 2008 Supreme Court ruling ordering 13 government agencies to clean up and rehabilitate Manila Bay, he said, there was no mention of a “beach nourishment plan.”

“They had all these interventions lined up targeting pollution, enforcement of marine laws on illegal fishing, basically [geared toward] better management of the bay. The beach nourishment plan was not even mentioned in the plan, especially when every activity should be coordinated,” Batongbacal said.

Oceana’s Ramos said the DENR also violated the Wildlife Conservation Act by mining dolomite from Alcoy, Cebu, home to several endemic and protected species.

“Cebu is even one of the 10 provinces considered to be [landslide-prone areas],” she said. “This is why the [environmental impact assessment] is necessary for both [Manila and Cebu].”
‘Not rehabilitation’
Ramos said several environmental groups planned to write a position paper on the matter before going to court.

“A legal remedy is a last resort because it takes so much time. For now, we are hoping they [will] listen to our concerns and answer us with transparency,” she said.

“This is not a rehabilitation but destruction of the environment,” Ramos said. “This is a waste of [taxpayer] money when other agencies cannot find [funds] because of the pandemic. So imagine their nerve to assert that this project was already in the pipeline. So heartless.” (via INQ)
