TYPHOON "QUINTA" INTENSIFIES FURTHER AS IT MOVES WESTWARD OVER THE WEST PHILIPPINE SEA. - PAGASA-DOST

TYPHOON "QUINTA" INTENSIFIES FURTHER AS IT MOVES WESTWARD OVER THE WEST PHILIPPINE SEA.
• Track and intensity outlook:
"QUINTA" will move generally west-northwestward or westward towards the central portion of Vietnam. The typhoon is expected to further intensify over the West Philippine Sea and reach its peak intensity within 12 hours.

• Hazards affecting land areas:
Rainfall: Today through tomorrow morning, light to moderate with at times heavy rains over Western Visayas, Zamboanga Peninsula, Batanes, Cagayan, Occidental Mindoro, Oriental Mindoro, Romblon, Palawan (including Calamian, Cuyo, and Kalayaan Islands), Basilan, Sulu, and Tawi-Tawi. Flooding (including flash floods) and rain-induced landslides may occur during heavy or prolonged rainfall especially in areas that are highly or very highly susceptible to these hazards. PAGASA Regional Services Divisions may issue local thunderstorm/rainfall advisories and heavy rainfall warnings as appropriate.
Strong winds: Strong breeze to near gale conditions will be experienced in areas under Tropical Cyclone Wind Signal (TCWS) #1. Potential impacts of these wind conditions to structures and vegetation are detailed in the TCWS section of this bulletin. In other areas, strong breeze to gale conditions associated with the northeasterlies will prevail in Batanes, northern Cagayan including Babuyan Islands, Apayao, and Ilocos Norte, while occasional gusts associated with the outer circulation of "QUINTA" will still be experienced over MIMAROPA, Western Visayas, and the western section of Luzon.

• Hazards affecting coastal waters:
Rough to very rough seas (2.8 to 4.5 m) will be experienced over the northern and western seaboards of Luzon. Sea travel is risky over these waters especially for mariners of small seacrafts.
Moderate to rough seas (1.2 to 2.5 m) will be experienced over the eastern seaboards of Central Luzon, Southern Luzon, and Palawan including Cuyo Islands, the southern seaboards of Mindoro Provinces, and the western seaboards of Western Visayas. Mariners of small seacrafts are advised to take precautionary measures when venturing out to sea. Inexperienced mariners should avoid navigating in these conditions.

• Other tropical systems being monitored:
At 4:00 PM today, the Tropical Depression outside the PAR was estimated based on all available data at 2,125 km East of Central Luzon (16.1 °N, 141.4 °E) with maximum sustained winds of 45 km/h and gustiness of up to 55 km/h. It is moving North Northwestward at 15 km/h. This weather disturbance is likely to enter the PAR tomorrow or Thursday.

Location of eye/center:
• At 4:00 PM today, the eye of Typhoon "QUINTA" was located based on all available data at 310 km North Northwest of Kalayaan Islands, Palawan (OUTSIDE PAR) (13.5 °N, 112.8 °E )

Strength:
• Maximum sustained winds of 155 km/h near the center and gustiness of up to 190 km/h

Movement:
• Moving Westward at 30 km/h

Forecast Position:
• 24 Hour(Tomorrow afternoon): 1,130 km West of Central Luzon (OUTSIDE PAR)(14.8 °N, 109.8 °E)

TROPICAL CYCLONE WIND SIGNAL

Impacts of the wind:
• Very light or no damage to low risk structures, 
• Light damage to medium to high risk structures
• Slight damage to some houses of very light materials or makeshift structures in exposed communities. Some banana plants are tilted, a few downed and leaves are generally damaged
• Twigs of small trees may be broken.
• Rice crops, however, may suffer significant damage when it is in its flowering stage.

• "QUINTA" left the Philippine Area of Responsibility (PAR) at 8:00 AM today. The typhoon is expected to further intensify over the West Philippine Sea and reach its peak intensity within 24 hours.

Hazards affecting land areas:
• Rainfall: Today, “QUINTA” will bring moderate to heavy with at times intense rains over Western Visayas, Occidental Mindoro, Oriental Mindoro, Palawan including Calamian, Cuyo, and Kalayaan Islands, and light to moderate with at times heavy rains over CALABARZON, Davao Region, Cagayan, Isabela, Aurora, and Surigao del Sur. Flooding (including flash floods) and rain-induced landslides may occur during heavy or prolonged rainfall especially in areas that are highly or very highly susceptible to these hazards. Location of eye/center: At 10:00 AM today, the eye of Typhoon "QUINTA" was located based on all available data at 775 km West of Calapan City, Oriental Mindoro or 255 km North of Pagasa Island, Palawan (OUTSIDE PAR)(13.3°N, 114.0°E).  
Strength: Maximum sustained winds of 150 km/h near the center and gustiness of up to 185 km/h. 
Movement: Moving Westward at 20 km/h.
 
Forecast Positions 
• 24 Hour (Tomorrow morning): 1,130 km West of Central Luzon (OUTSIDE PAR) (14.8°N, 109.8°E)

TYPHOON "QUINTA" CONTINUES TO MOVE WESTWARD OVER THE WEST PHILIPPINE SEA NORTH OF KALAYAAN ISLANDS.
Track and intensity outlook:
"QUINTA" is forecast to exit the Philippine Area of Responsibility this morning. The typhoon is expected to further intensify over the West Philippine Sea and reach its peak intensity within 24 hours.

Hazards affecting land areas:
• Rainfall: Today, “QUINTA” will bring moderate to heavy rains over Western Visayas, Occidental Mindoro, Palawan including Calamian, Cuyo, and Kalayaan Islands, Aurora, Isabela, Cagayan and light to moderate with at times heavy rains over Zamboanga Peninsula, Bangsamoro, Northern Mindanao, Caraga, and the rest of Luzon and Visayas. Flooding (including flash floods) and rain-induced landslides may occur during heavy or prolonged rainfall especially in areas that are highly or very highly susceptible to these hazards. PAGASA Regional Services Divisions may issue local thunderstorm/rainfall advisories and heavy rainfall warnings as appropriate.

• Rough to very rough seas (2.5 to 5.5 m) will be experienced over the northern and western seaboards of Luzon. Sea travel is risky over these waters especially for mariners of small seacrafts.
• Moderate to rough seas (1.2 to 2.5 m) will be experienced over the eastern seaboards of Central Luzon, Southern Luzon, and Palawan including Cuyo Islands, the southern seaboards of Mindoro Provinces, and the western seaboards of Western Visayas. Strength Maximum sustained winds of 140 km/h near the center and gustiness of up to 170 km/h. 
Movement Moving Westward at 25 km/h. 

Forecast Positions 
• 24 Hour (Tomorrow morning): 520 km Northwest of Pagasa Island, Palawan (OUTSIDE PAR) (14.5°N, 110.9°E)

"QUINTA" is forecast to exit the Philippine Area of Responsibility tomorrow morning. The typhoon is expected to further intensify over the West Philippine Sea and reach its peak intensity within 24 hours.

Hazards affecting land areas:
• Rainfall: Tonight through tomorrow, “QUINTA” will bring moderate to heavy with at times intense rains over Western Visayas, Occidental Mindoro, Oriental Mindoro, Palawan including Calamian, Cuyo, and Kalayaan Islands, Quezon, Aurora, Isabela, and Cagayan and light to moderate with at times heavy rains over Zamboanga Peninsula, Bangsamoro, Northern Mindanao, Caraga, and the rest of Luzon and Visayas. Flooding (including flash floods) and rain-induced landslides may occur during heavy or prolonged rainfall especially in areas that are highly or very highly susceptible to these hazards. TYPHOON "QUINTA" SLIGHTLY INTENSIFIES AS IT MOVES WEST-NORTHWESTWARD OVER THE WEST PHILIPPINE SEA.
Track and intensity outlook:
• Track: "QUINTA" will move west-northwestward towards the western boundary of the Philippine Area of Responsibility (PAR). It is forecast to exit the PAR tomorrow morning.
• Intensity: "QUINTA” may reach its peak intensity within 24 hours.

Hazards affecting land areas:
• Rainfall: Today through tomorrow morning, “QUINTA” will bring moderate to heavy with at times intense rains over Occidental Mindoro, Oriental Mindoro, northern Palawan including Calamian and Cuyo Islands, CALABARZON, Aurora, and Isabela. The tail-end of a frontal system will likewise bring moderate to heavy rains over Cagayan, Apayao, Kalinga, Abra, Ilocos Norte, and Ilocos Sur. These two weather systems will also bring light to moderate with at times heavy rains over Metro Manila, Western Visayas, Zamboanga Peninsula, Bangsamoro, and the rest of Luzon. Flooding (including flash floods) and rain-induced landslides may occur during heavy or prolonged rainfall especially in areas that are highly or very highly susceptible to these hazards. PAGASA Regional Services Divisions may issue local thunderstorm/rainfall advisories and heavy rainfall warnings as appropriate.

Rough to very rough seas (2.5 to 5.0 m) will also prevail over the remaining seaboards of Luzon and the western seaboard of Visayas. Sea travel is risky for all types of sea vessels over these waters.
• Moderate to rough seas (1.2 to 3.1 m) will be experienced over the eastern seaboards of Visayas and Mindanao and the seaboards of Zamboanga Peninsula. Mariners of small seacrafts are advised to take precautionary measures when venturing out to sea. Inexperienced mariners should avoid navigating in these conditions.

Other disturbance being monitored:
• At 4:00 PM today, the Low Pressure Area (LPA) was estimated based on all available data at 1,945 km East of Southern Luzon (14.1°N, 142.2°E). This LPA may enter the PAR on Wednesday or Thursday morning but is less likely to develop into tropical depression in the next 48 hours.

• At 4:00 PM today, the eye of Typhoon "QUINTA" was located based on all available data at 310 km West of Calapan City, Oriental Mindoro (13.5°N, 118.3°E).

• Maximum sustained winds of 130 km/h near the center and gustiness of up to 160 km/h.

• Moving West-Northwestward at 25 km/h.

TYPHOON "QUINTA" MAINTAINS ITS STRENGTH AND IS NOW OVER THE MINDORO STRAIT. 
Track and intensity outlook:
• Track: "QUINTA" will continue to move westward until this afternoon, then will then turn west-northwestward towards the western boundary of the Philippine Area of Responsibility (PAR). “QUINTA” is forecast to exit the PAR tomorrow morning 
• Intensity: "QUINTA” is forecast to re-intensify and may reach its peak intensity within 24 to 48 hours.

Hazards affecting land areas:
• Rainfall: Today, “QUINTA” will bring moderate to heavy with at times intense rains over Occidental Mindoro, Oriental Mindoro, Romblon, Marinduque, northern Palawan including Calamian and Cuyo Islands, CALABARZON, Aurora, Isabela, Quirino, Mountain Province, Ifugao, Benguet, Aklan, Capiz, and Antique. The tail-end of a frontal system will likewise bring moderate to heavy rains over Cagayan, Apayao, Kalinga, Abra, Ilocos Norte, and Ilocos Sur. These two weather systems will also bring light to moderate with at times heavy rains over Metro Manila, Western Visayas, Zamboanga Peninsula, Bangsamoro, Northern Mindanao, Caraga, and the rest of Luzon. TYPHOON "QUINTA" MAINTAINS ITS STRENGTH AND IS NOW OVER THE MINDORO STRAIT. 
Track and intensity outlook:
• Track: "QUINTA" will continue to move westward until this afternoon, then will then turn west-northwestward towards the western boundary of the Philippine Area of Responsibility (PAR). “QUINTA” is forecast to exit the PAR tomorrow morning 
• Intensity: "QUINTA” is forecast to re-intensify and may reach its peak intensity within 24 to 48 hours.

Hazards affecting land areas:
• Rainfall: Today, “QUINTA” will bring moderate to heavy with at times intense rains over Occidental Mindoro, Oriental Mindoro, Romblon, Marinduque, northern Palawan including Calamian and Cuyo Islands, CALABARZON, Aurora, Isabela, Quirino, Mountain Province, Ifugao, Benguet, Aklan, Capiz, and Antique. The tail-end of a frontal system will likewise bring moderate to heavy rains over Cagayan, Apayao, Kalinga, Abra, Ilocos Norte, and Ilocos Sur. These two weather systems will also bring light to moderate with at times heavy rains over Metro Manila, Western Visayas, Zamboanga Peninsula, Bangsamoro, Northern Mindanao, Caraga, and the rest of Luzon. Flooding (including flash floods) and rain-induced landslides may occur during heavy or prolonged rainfall especially in areas that are highly or very highly susceptible to these hazards. PAGASA Regional Services Divisions may issue local thunderstorm/rainfall advisories and heavy rainfall warnings as appropriate. 
• Strong winds: Destructive typhoon-force winds will be experienced in areas under Tropical Cyclone Wind Signal (TCWS) #3, damaging gale to storm-force winds in areas under TCWS #2, and strong breeze to near gale conditions in areas under TCWS #1. • Track: The center of Typhoon "QUINTA" is forecast to emerge over the West Philippine Sea within the next hour. It will then turn more west-northwestward while maintaining speed towards the western limit of the Philippine Area of Responsibility (PAR). “QUINTA” is forecast to exit the PAR tomorrow morning 
• Intensity: "QUINTA” is forecast to remain at typhoon category throughout its passage over Mindoro Island. After emerging over the West Philippine Sea, this typhoon is forecast to re-intensify. “QUINTA” may reach its peak intensity within 24 to 48 hours.

Hazards affecting land areas:

TYPHOON "QUINTA" HAS PASSED OVER SOUTHERN MARINDUQUE AND MADE LANDFALL IN THE VICINITY OF POLA, ORIENTAL MINDORO.
Landfall:
• The center of Typhoon “QUINTA” has made its fifth landfall over Pola, Oriental Mindoro at 3:30 AM today. It is expected to be the final coastal crossing of “QUINTA” over the Philippine landmass.
• Earlier landfall/s: Torrijos, Marinduque (1:20 AM, 26 October); San Andres, Quezon (10:30 PM, 25 October); Malinao, Albay (6:50 PM, 25 October); San Miguel Island, Tabaco City, Albay (6:10 PM, 25 October).

• Track: The center of Typhoon "QUINTA" is forecast to continue moving generally westward over the Southern Luzon area until this morning or afternoon and is likely to make another landfall in Oriental Mindoro within the next 3 to 6 hours. After crossing the Mindoro Island, “QUINTA” is forecast to turn more west-northwestward while maintaining speed. • Some old galvanized iron (G.I.) roofs may be peeled or blown off.
• Some wooden, old electric posts are tilted or downed.
• Some damage to poorly constructed signs/billboards
• In general, the winds may bring light to moderate damage to the exposed communities. Most banana plants, a few mango trees, ipil-ipil and similar types of trees are downed or broken.
• Some coconut trees may be tilted with few others broken.
• Rice and corn may be adversely affected.
• Considerable damage to shrubbery and trees with some heavy-foliaged trees blown down.

• Slight damage to some houses of very light materials or makeshift structures in exposed communities. Some banana plants are tilted, a few downed and leaves are generally damaged
• Twigs of small trees may be broken.
• Rice crops, however, may suffer significant damage when it is in its flowering stage.
 TCWS in other areas is hereby lifted.
 
The public and the disaster risk reduction and management council concerned are advised to take appropriate actions and watch for the next Severe Weather Bulletin to be issued at 2 AM tomorrow.
