PRESIDENT RODRIGO DUTERTE ADDRESS THE NATION

Here is today's discussion tackled by President Rodrigo Duterte in the presidential address to the nation earlier today, June 5, 2020.

This report is shared through Duterte Today's Facebook page.

#OursDuterte: President Rodrigo Roa Duterte addressed the nation this morning from Davao City, June 5, 2020.

1. Let’s start by discussing the issues hounding the Department of Health. Yung mga assistance...

Secretary Francisco Duque, Department of Health:
2. Yung memo circular, June 2 lang nagawa.

__
Senator Bong Go, Chair of Senate Health Committee:
3. Ayaw ni Presidente na matagal ang proseso.

4. Hindi po katanggap tanggap dito March 24 naipasa ang batas and it took 2 months pag gawa ng IRR.

6. Dapat in 3 days, in one week’s time, andyan na ang cheke, ang cash assistance.

President Duterte:
7. If you will not move fast, I will really sacrifice you. Etong mga Filipino na di na natuto.

8. The power to appoint comes with the power to dismiss. We’re wasting money paying for these idiots.

9. There are so many well intentioned and well meaning Filipinos, doctors who want to serve.

10. Just like me, you cannot run your own errands. Somebody has to do it for you because you cannot do it alone. Why don’t you ask for help if di niyo na kaya?

11. The Filipinos are law abiding. Buti na lang. But we have to respond to the problem besetting to the distribution of assistance.

Secretary Duque:
12. Within 3 days, distribution of help to 32 families of deceased will be released.

14. Nakakahiya talaga sir. Mga tao ko walang sense of urgency. Masama loob ko, Mr. President.

President Duterte:

__
Secretary Delfin Lorenzana, Department of National Defense

17. According to DOLE, may 42,000 pa.

President Duterte:
19. I would like to know the plans, kung calibrated ba para di maipit ang mga kababayan.

Secretary Lorenzana:
20. May one-stop shop sa airports. Yung labor attache, yung DOLE at DFA, para coordinated lahat. Para mabilis din ang monitoring.

President Duterte:
21. I’d like to commend you, General Galvez, for giving your heart in this endeavor.

22. Sabi ng Tatay ko, kung papasok ka ng pulitika, do not enter politics if you do not have heart for the people. You cannot serve pangmatagalan kasi ma burn out ka.

23. This is not an easy job to do. It requires you to think, think and think.

24. There is a special place for you in heaven if you do well. But if bad, the hottest place is ready.

25. You have to love the people whom you serve.

Secretary Eduardo Año, Department of the Interior and Local Government

ATM payment scheme for the second tranche.

President Duterte:
29. Once public money reaches your hand, even donation, use it for its purpose.

Secretary Año:
30. Mahirap i-practice sa motor ang physical distancing. Kahit mag asawa o magkapatid.

31. Napakahirap po talaga. Health at buhay pinag uusapan. It costlier pag namatay.

President Duterte:
32. We are in hard times. I don’t know if we can go back sa style natin noon.

33. We are workers of government. Kaya pinapatanggal ko yang “your excellency”.

34. Etong mga assistance, dapat madalian ito. Bahaw na at panis na if not delivered forthwith. Another word for that is IMMEDIATELY.

35. Inutos ito sa Bayanihan Act.

Sabi niya he’s been reminding his staff. Ngayon, sabi ni Senator Bong Go, recommending for ouster.

This is totally unacceptable.

38. I am asking Secretary Duque to form a new team to focus on the immediate delivery of assistance. I expect it in 24 hours.

39. Secretary Duque, you have the full authority to assemble your team. Take care of these, funds ought to be for the beneficiaries.

40. That’s malversation. Wala kayong maasahan na tulong sa akin. I warned you earlier that etong pera na inappropriate ng Congress. Putang ina kayo. Sinabihan ko na kayo. And you will go to jail.

41. Mga kababayan, do not fall for that online scams particularly sa mga maskara. Yung nag scam, talian mo. Ihulog mo sa Pasig River. Etong mga animal na ito, they take advantage of the misery of people.

42. Those who are allowed to go out, do not forget alcohol.

43. For all government workers, huwag kayo magpaloko sa gumagamit ng pangalan ko. Masking sino, do not entertain.

44. Tomorrow, I will review the water concession of the Ayalas and the Pangilinan consortium. Nag kalma ako, water is very important to our lives. Ok na ako, pero yung nawala sa tao, that has to be paid back whether in installments over a period of years. You habe to return the money to the people. You can have your contracts.

45. If I said cuss words, I apologize. Sa galit ko yun. Niloko ang mga tao.

46. Mga Cebuano, you supported me to a hilt. Much as I would like to accommodate Governor Garcia and the Board Members. If I begin to give an exemption to one, I am giving another an undue to advantage to the prejudice of another. So pag binagyan ko kayo ng exemption.

47. The law is harsh but it is the law. Just because I am the President means I can ignore the laws of the land.

48. Kayong mga human rights. Ang Pilipinas, transshipment area ng drugs. Sinaloa ng Mexico, nakapasok. Hindi matapos ito. Ang nakuha na 5.1 Billion na shabu na nakuha will be consumed by millions of Filipinos.

49. Maraming salamat po sa inyong lahat.

6. The REST OF THE COUNTRY will be placed under MODIFIED GENERAL COMMUNITY QUARANTINE (MGCQ).

7. Let me appeal to the landlords, owners of malls, big buildings - when you collect from someone who is not earning. That is practically flogging a dead horse. Just pray that the vaccine, target ng China is September - they will be one of the first countries to come up with a vaccine. This should be addressed by the DTI. Ako nakikiusap, nagmamakaawa.

8. Let us help one another. If it does not spell bankruptcy, tiisin na lang muna natin. Baka sakali makatulong ang appeal ng Gobyerno.

9. Remember, the entire nation is still under quarantine. Let us move to the so-called new normal.

To prevent the mass contagion, gusto namin putulin kung saan kelangan. This is the reason for the police powers of the State - public safety, public welfare, public interest. To avoid a state of anarchy, the State has the right to come in. It is the survival of the Republic of the Philippines.

19. Television - those homes which do not have connectivity. 15% of airtime should be dedicated for children’s programming. We are working out with Presidential Communications (Government of the Philippines) - PCOO. PCOO is volunteering its facilities through IBC TV 13. (Props to my boss, Secretary Martin Marfori Andanar!!!👊🏼👊🏼👊🏼)

20. We completely support that children should not be exposed to COVID-19. But there should be opportunities for learning for them.

45. I don’t want to quarrel with Mayor Richard Magalong. Kahit ayaw niya tanggapin ang mga OFW. Ok lang. But there are constitutional issues that have to be faced. There’s no reason that you should not accept them with open arms.

Secretary Eduardo Año, Department of the Interior and Local Government:
47. Peace and order. Mula January 5 to March 16, 11,004 crimes. Pero mula March 17 to May 27, bumaba to 4,000 ang crimes. Eto ay magandang development.

48. Handa na ang mga LGU sa transition. May mga spot checkpoints sa provincial boundaries.

50. Handang handa po ang LGU at kapulisan. Ready na po kami!

President Duterte:
51. I repeat, THERE IS NO MARTIAL LAW IN THE PHILIPPINES. Far from it. We are exercising the power of the State for public health. Please understand that these are things we have to do. There will be no arrests and detention. If there is any intervention - the role of the PNP is just to implement the law.

52. Lahat ng pinag usapan dito to take care of the citizens.

53. May I inform Senator Drilon and Senator Lacson, kami ang nag utos na dito na sa budget para mabilis. Derecho na. Pero may mga bullshit na tao. Kayo naniwala agad. Better wait for the official report. A little respect for the Office of the President. Do not fuck with it kasi emergency ito.

54. Eto si Senator Drilion, you will have the explanation. Hindi kami nambobola. We will not fuck with the money.

55. Thank you.
